What is a charter Annual Pass???

We have been getting annual passes through DVC for the last 3 years and have been renewing them for a discounted price, but I was on allears.net and saw they offer charter annual passes for Florida residents and for non DVC annual passes. Three questions what is a charter annual passes? Do they offer a DVC charter annual pass? How do you get it if they do??? Thanks in advance for answers.
