It's all part of the package you got a quote on. You aren't required to use them, but unless there is another package that doesn't include them that is cheaper, you aren't going to get money off for not accepting them.

We gave our arcade voucher to a family in the arcade already using their voucher, but you can't do that with the planet hollywood vouchers as your name is on them. I bet its a partnership with disney to drum up some business at planet hollywood. I bet it doesn't add anything to our cost and they probably pay disney to get them to offer it.

Think of all those things as "extras." They don't cost anything - they are just things that Disney throws in to the "package." All Magic Your Way Disney vacation packages have them.

We went last October and didn't really use any of those things, except the luggage tags. However, when we go this October we were planning on using the Planet Hollywood gift certificate. If they are willing to give you $15 in free merchandise or food, then why shouldn't I use it? I think we might also use the arcade card as well, because it would be fun. If we don't then we could give it to someone else as well. However, it would be nice to see if they would take money off for the extras.
