Guests are definitely not allowed in the front of the monorail, and there is no plan to allow it at this point.

Just remember...all the security that goes on, whether it be an airplane or a Disney World monorail...is only designed to prevent the amateur terrorist from trying to pull off something stupid

I thought the Monorail ban was purely the result of the accident?

It was.
Aside from the obvious physical safety issues that came to light, there was also concern that guests would distract drivers and also ask them inappropriate questions regarding the accident. I believe there was an agreement with the pilots that the pilots had to agree if/when WDW decided they were ready to allow guests again.

As mentioned above, it was. My bad for the pathetic wording...not thinking through as I typed. But what I said was mainly geared at airplanes. However...I wouldn't have been surprised somewhere in the future that they ended it because of "security" reasons...just a thought, though
