I suppose that all depends on what type of lifestyle you're looking for and whether or not you want to be in the middle of tourist fun or outside that. My grandmother lived right in Lake Buena Vista. It was awesome for the fact of being so close to the parks (could literally walk to DtD from her house) but the cost of living was higher (gas prices, groceries, restaurants, etc.). Living on the city side is less touristy but crazier from a traffic perspective etc. during rush hour. Each area around Orlando definitely has it's ups and downs so it all depends on what you want.

I am looking for safe, reasonably quiet and pretty inexpensive, within about a half hour of the parks.

Have you checked out Kissimmee. That's about 35 minutes from the parks. I was looking at apartments in that area earlier this week. They're pretty inexpensive (at least compared to apartments around me now)
+1 for relocated tourist.
I looked at the area near the loop a while back, in Hunters Creek. It can be a bit busy on Oceola Parkway, but in general it's not as crazy as many places near propert. Good highway access and many housing options, though not as inexpensive as many other areas.
