I am thinking about training for the Food & Wine Marathon in November, my cousins are both doing the half marathon and are begging me to do the same. My understanding is you must maintain a pace of 16 mins. per mile.

You can run or walk it. It's totally up to you. You must maintain a 16 minute mile. Keep in mind though that the pace closk doesn't start until the last person crosses the starting line. So if you think you are going to walk half of it make sure to get a good cushion those first miles.
Keep in mind when you train that if you train at a 15 minute mile you are more than likely going to go faster when on the course. Doing a race with 12,000+++ others people just makes you go. You tend to pull each other along. Plus keep in mind you will probably go to the bathroom at least once and will want to stop for photos. Factor that into your training.
