The Extra Magic Hours is a Disney Resort guest benefit. It has nothing to do with how you are paying for the room, whether it's as a DVC member using points, a cash reservation, or a regular non-member reservation. DVC members are not the only ones that can rent and stay at the many DVC resorts. There is always a small part of the inventory available for non-member rental; more so at a resort like Saratoga Springs, that is not completely sold out yet.
