I think he tends to be somewhat overlooked, but the one I personally love to hate the most is "the Barker" from Pinocchio. Even as a little guy, I remember wishing all sort of bad ju-ju on him, and that he and I might one day meet in the future after I'd been drinking my milk.
For the poll, I voted evil stepmonster. She always rubbed me the wrong way, too; and I hear she gets real nasty in those direct to DVD sequels. I may have to break down and check those out sometime.
I picked Jafar...it was a tough time between him and Scar because Scar actually killed his brother, but Jafar had the same intents with Aladdin and was not able to succeed in his many attempts to do it. The only reason Jafar won over Scar was because on my very first trip to WDW when I was very young I encountered him after a ride on the tea cups, and he scared the living daylights out of me! I remember him chasing me around for a minute and I was in a panic. I know he was just trying to have fun and interact, but my eight-year-old mind didn't see it that way. I know for some time after that event he was responsible for many of my nightmares!To this day I have not completely forgiven him for that!

I was a little unsure how to vote here because I took the question in a couple ways...
1) Worst as in the worst written or worst designed (i.e. Disney did so much better with the rest)
2) Worst as in most evil
Ultimately I assumed #2 and went with Cruella. She's just downright nasty. After all... "If she doesn't scare you, no evil thing will!"
Sometimes all you need is a reminder that out there lies a better place... a better world... a Walt Disney World.

Little Mermaid was my favorite movie as a child, (And still is!!)
and I was always afarid of Ursula... she was just so.... creepy... i really don't know how to explain it..
but yes, my favorite movie, and my favorite villian!
I'll go with Scar, the guy's got some serious family issues...
I voted scar but personal Fox and the Hound the hunter, Amos Slade, I hated him I wanted to beat him silly and I could never finish the film for years because I would get to mad at him
