Yes, it's true!
The tram would pick up guests on the Dolphin end of the Yacht Club resort, drive over the bridge and around the edge of the lake where the new Boardwalk Resort was being constructed, and unload at the International Gateway. You can still see the area where the trams would turn around and load/unload guests right outside the gate.
