Tag line under avatar

Hey how do you change the tag line under your avatar? I did it once before and now I can't seem to do it again. Do I have to post more to be able to change it? Please tell me were and how do you change it.

go to User CP then Edit Profile. It's right under where you change your password.

Well, the news isn't good, it is going to cost about $5,000.00 and we just do not have it....so I am not sure what is going to happen now..... I am trying hard not to break into tears...
