Yes, it can be done. Technically they are supposed to check for resort ID, but they don't on any form of Disney transportation
I was wondering, is the monorail free to ride even if you are not staying at an on property resort or going to the park? I would be going to the park the next day, but I wanted to ride the monorail around WDW a few times the night before, just to chill.
Can it be done? If so, which stop should I park at?

You would have to park somewhere, epcot would probably be best, and you would have to park unless you go and eat at the contemporary, poly, or grand floridian and have a priority seating so it is listed on a form. Then they will let you park there for a few hours and after you eat you can go ride around all you want.

10 dollars? I heard there was a 3 hour dining thing for free, could I use that?
The TTC is the Transportation and Ticket Center. The TTC holds Magic Kingdom Car and Bus Parking. I also think it as the central hub for disney transportation., You can get ferry boats to the magic kingdom, monorails to the Magic Kingdom Resorts (contemp, poly, and floridian), boats to all of the magic kingdom resorts, monorail to epcot etc... also, buses to any other disney theme park and I believe resorts but I could be wrong about that one... Yes you can park there but it costs about 10 bucks like stated above.... the advice given by the site members above is good advice so you can go either way!

Please don't book a dinner and then not show up! I know Lou has talked about this on his podcast. When you do that, it means that someone else who might have really wanted to eat there won't get to. Advance Dining Reservations are like gold these days and shouldn't be trifled with. My advice would be, if you really want to ride the Monorail the first night, bite the bullet and pay for parking at the TTC.
However, you don't mention where you are staying. You might want to check and see if your hotel runs a complimentary shuttle service. If they do, you will be at the mercy of their schedule, but the off-site hotel drop off for the Magic Kingdom is the TTC. You could then ride the Monorial and explore the MK resorts to your hearts content. Then catch a hotel shuttle back at the TTC.
BTW - when I was there in February, the buses from the TTC run only to the parks - not to DtD or any of the resorts. A bus driver explained that they used to run to the resorts and DtD from the TTC. But they had too many Guests taking advantage of parking at DtD all day to avoid paying for parking, while they enjoyed the parks. So they discontinued that service a while back.
Free parking and transportation is one reason I will never stay off resort.
