If I remember right... The silver pass is a perk for certain Disney employees that allows them to bring their families to the parks. You have to be with the passholder when you enter the park (through a special gate I believe) and then you essentially get your "tickets" so you can come and go as you please after that. At least, that's how it worked a few years back.

Silver Passholders get 20% off food and merch. You will get a parkhopper and yes, it is available to both coasts.

The CM with the Silver Pass (IIRC, all full-time salaried employees get them, and hourly employees with a certain number of years of service - like 15 or 20) gets discounts...I do not believe these extend to guests of that CM, although if they are present with you at time of purchase they may give it to you.
