I've received a bit more information about what the construction is, and you can see more from these pictures at WDW Magic. Alongside the skyway building is going to be the performance area/stage for the new Stitch's SuperSonic Celebration, which I had previously assumed would be going in at the Galaxy Palace Theater. That theater is indeed used on what I believe is a fairly irregular basis - during the holiday season as mentioned but also for some dance group exhibitions, etc.

The new stairway may have been repairs to accomodate the cast members in the new show.

The Skyway is not coming back.

Why the investment in stitch? It seems like it's already run its course.

Not only has it run its course, (the movie came out seven years ago, the show is in reruns) but most of Disney's target audience would probably be smaller children, many of which would not remember the movie, or have continuing interest in the show. I just see it as a currently dead franchise. And I still can't see why Tomorrowland...
