I think it's fair to say they're more than entertaining the idea, seeing as how they already made the announcement that it was coming.
I know Disney has officially announced things in the past that have never come, but I don't think the coming of Avatar is really in question. One of those ideas that sounds so bad it has to be true.
It's funny though, anytime before just a few months ago the news that a dragon was coming to DAK would be almost unanimously praised as a sign of the long awaited Beastly Kingdom.

No surprise that a dragon is the first thing they're working on. Rohde and friends must be thrilled that they never bothered to update the sign outside the park.
Really, Walt? Disneyland is MY land? Why would I want a silly little land when I can have the WORLD.
