Little Mermaid's got it. Big Thunder Mountain Railroad was going to be part of the larger complex called Thunder Mesa, which is where they were also going to have the Wild West River Expedition, which was going to be a Wild West version of a PotC type attraction, but on a much grander scale. When the budget became too much, and when fans asked again and again for a Florida version of PotC, they Imagineer's scrapped Thunder Mesa.
