The way I heard it is that when Walt Disney planned the Magic Kingdom, he wanted his guests to feel as though they were entering a movie. The red cement was the "red carpet" as you enter a premier. This is also why they have popcorn carts just as you enter coming out from under the train station, to give you the same sensations as when you are in a theater. The background music we enjoy, was created for each particular land, as if it was part of any film's soundtrack.

The 'red carpet' concept I thought (I'm occasionally wrong!) was more for the approach/entry to the gate, then the proposed curtain under the train station onto Main Street... Walt wanted to completely pave Main Street in bricks but $$$$$$$$. He therefore only used bricks on the side streets, and red cement elsewhere.
