What's up with the clock in Frontierland?

There is a clock in Frontierland very near the DVC Kiosk. The clock always reads 10:20. What is the significance of 10:20?

10:20 is the time that research shows sells clocks best, as it looks like a smiling face. Not sure if there is any Disney significance with the time, though.

It's correct that 10:20 is popular to sell clocks but it's because it perfectly frames the company name that is on nearly every single clock face. I don't know though if the Frontierland clock is inoperable and needs to be fixed or if it's designed that way.
