From over on Deb Wills' site:
"There were no plans to add the Pirates attraction to Adventureland when the Magic Kingdom first opened. What there were plans for was a major multi-attraction addition to Frontierland known as Thunder Mesa. One of the attractions planned for the Mesa was the Western River Expedition, an Audio-Animatronic extravaganza that you would enjoy from the comfort of a boat, much like those found at It's a Small World or Pirates of the Caribbean at Disneyland."

Back in the 70's there used to be another arcade located in the park, besides those on Main Street and in Tomorrowland. What was the name of this arcade, and what replaced it?

Might you be referring to the Caribbean Arcade? That changed it's name in 1979 to Caverna de los Piratas - closing in 1980, and reopening as Lafitte's Portrait Deck.

Might you be referring to the somewhat mysterious Safari Club? This was listed as an attraction in the printed guides from 10/1971 to 4/1972, who's replacement was Colonel Hathi's Safari Club (a "shop") - that space is now the Island Supply Co. shop. [I think some have classified this as the park's first extinct attraction...(?)]

Going back to 1977 (since that's the earliest Guide Book I have in my collection), what was the price of the Water Adventures Ticket:
"Includes a full day of old-fashioned, good, clean, wet, American fun at River Country plus admission to our tropical paradise, Treasure Island."
